The best way to describe S8 Noelle would be as the ultimate healer/support unit. Clover Academy Noelle does an amazing job at keeping your team alive with a ton of [Continuous HP Recovery] buffs and a flat-out 50% heal on her Special.
Apart from this, she is an amazing cleanser that can remove DoTs and Debuffs from allies while granting powerful buffs such as an Lvl. 3 DMG Res and [Debuff Immunity].
She is a great unit in PvE in almost any form of content, thanks to her healing on Skill 2 and her game-changing healing on Special.
In PvP, she is still great, but only in certain scenarios, as most of her [Continuous HP Recovery] is based on S8 Noelle removing DoTs with her Skill 2. If she can’t do that, her healing ability drops a bit. She’s a great counter to many DoT teams, but that is mostly it. So you should be mindful when using her in PvP.
