Twisting Blades is undoubtedly a contender for the fastest leveling build in the game, but it comes at a cost, requiring a lot of actions-per-minute and proper positioning for it to truly shine. The build also focuses on a lot of mobility options, allowing you to quickly jump from pack to pack, destroying groups of enemies with spinning blades that travel around you. If you are looking for a chill leveling experience, this might not be the build for you, but if you engage with all of the mechanics of this build, you will be the first among your friends to reach World Tier 4.

Twisting Blades did not receive any significant changes in Season 4, but it does have some added support options through the new Tempered Manual that increases it's effect by an average of 25%.

Barrage Rogue

Barrage is the closest thing to a 'Jack of all Trades' build you can use for the Rogue Class. It provides a mix of melee and ranged combat, decent survivability and it does not require any specific items or aspects to get it going. Barrage is a skill that fires in an arc in front of your character, with 5 waves of arrows slowly moving forward and damaging enemies. By using Shadow Imbuement you allow your skill to apply Vulnerable to all affected enemies, resulting in a big explosion of damage that can destroy an entire screen filled with enemies. As with all Rogue builds, you can stay on the move and be quite mobile while damaging your enemies, providing a fast-paced playstyle while leveling.

Barrage was left untouched in the 1.4.0 patch notes for Season 4, but there is a new Tempered Manual affix that adds a chance for Barrage projectiles to shoot twice each time you use the skill. There is also a new Legendary Aspect that allows Barrage arrows to pierce through enemies and it also increases its attack speed. This will make the build a bit more fun to play and it will also increase it's damage potential by a good amount.

One of the best ways to level up the Rogue has always been by using the Penetrating Shot build, and Season 4 is no different. The Penetrating Shot ability, when combined with some modifiers including an imbuement of your choice, as well as the Trickshot Offensive Aspect, becomes a quick and satisfying way to delete an entire screen of enemies. If you are looking for a more single-target-oriented build that is satisfying to play and can scale well into the endgame, this might be the option for you.

Rapid Fire is even better in Season 4, as the skill has some added support through the new Scoundrel's Kiss Unique item, which makes the skill lob exploding arrows that deal 15%-25% increased damage. This, combined with a new Tempered Manual affix, will allow for some experimentation within the build, potentially making it even better.
