Civil Unrest is one of the five evacuation quests in Dragon's Dogma 2. These missions take place in the Unmoored World after achieving the true ending. To begin this post-game quest, you will first need to talk to King Rothais and Luz at the Seafloor Shrine. The world is coming to an end, and it's your job to save as many as you can.

Head to Bakbattahl to begin Civil Unrest in Dragon's Dogma 2. Completing this quest will end all missions in the area automatically so if you have anything you want to finish, do so quickly. Make sure you go to the Forbidden Magick Research Lab to reunite with your main Pawn while in Bakbattahl.

Where to Start Civil Unrest in Dragon's Dogma 2

Head to the oxcart stop in Bakbattahl and talk to Menella. She will be in the middle of dealing with disputes throughout the city and will ask for your help. She'll explain she is struggling to maintain order and there is no way to make the civilians listen while they are like this.

Three arguments are going on in the city. You will find the disputes at these locations:

  • Outside the Bakbattahl Vocation Guild
  • Outside the Pilgrim's Inn in the market
  • In the Residential Ward, outside Fulvio's Workshop

They are on your map so as soon as you are ready, head over and deal with the troublemakers.

Bakbattahl Vocation Guild Dispute in Dragon's Dogma 2

When you reach the argument outside the Vocation Guild in Dragon's Dogma 2, you will see a human and a beastren quarreling. They will ask you to bear witness to their duel. You can ask them to explain why they want to battle but you will need to watch their fight in the end.

As soon as you agree, they will start to battle. They won't hurt each other, so you can stand back and watch. After dealing a little damage, they earn each other's respect and stop. They will agree to end the argument and you can move on to the next dispute.

Bakbattahl Market Dispute in Dragon's Dogma 2

The next potential fight is again between a human and a beastren. When you approach they will ask which of them is in the wrong. Tell them that they are both right and then talk to their children. Give the youngsters some food and that will end their parents' dispute.

Bakbattahl Residential Ward Dispute in Dragon's Dogma 2

This fight is taking place down the road from the purchasable house in Bakbattahl. As you near the arguing men, they will turn their attention to you. They will be angry that you interrupted their fight and attack. Do not retaliate. They won't be able to cause you much damage and if you strike back, the quest will log that you chose violence.

Let them hit you for a while to get it out of their system. They will soon stop and choose to leave peacefully. You can now head back to Menella. She will thank you and tell you to go see Empress Nadinia. Don't worry if she died in your playthrough. She is back.

Head to the palace and go straight to the Empress's Chambers. The servants will stop you at first and then let you in. Empress Nadinia will agree to evacuate now that the civilians are no longer fighting. You will receive 20,000 XP, 10,000 gold, and 30 Wyrmslife Crystals for your effort.
