Cipher Letter #1: Inside Material Office Ruins
The first letter is tucked away inside the Materials Office ruins. Access this area by completing the "Fontaine Research Institute Chronicles" World Quest. Head to the second floor and use the Energy Transfer Terminal to scan the symbol visible on the first floor.
Cipher Letter #2: Academy Assembly Hall
Teleport to the waypoint near the Experimental Field Generator and take the stairs down into the Academy Assembly Hall basement. Pick up an Ousia block to activate the Energy Transfer Terminal. Turn the viewfinder left and decode the cipher letter engraved on the wall.
Cipher Letter #3: Experimental Field Generator Assembly Hall Ruins
