First off, let's design your ideal plate. To do this, you'll need to head over to Rockstar Games' license plate designer, linked here. Simply sign in to your Rock Star Games Social Club account, click 'New Order', customize your ideal plate and choose a vehicle to put it on. You can create up to 30 plate designs associated with your account, so feel free to go wild!
Once your design is finished, you should see the 'Order Received' screen.

GTA Online: Where to Get Your Custom Plate
Upon entering GTA Online, you should instantly get a message from Los Santos Customs notifying you to stop by and finalize your order in your selected vehicle.
As soon as you enter Los Santos Customs, you will be prompted to process the order which, thankfully, is totally free. You can then navigate to the 'Plate' customization options to switch your existing plate between any design you made on the Rockstar Games license plate designer.
