What is Weaver's Will Uniques in Last Epoch?
While common, magic, rare, and unique items make up the basic tiers, top-tier gear comes in the form of legendaries, sets, and exalted items in Last Epoch. Weaver’s Will is a special stat that can appear on certain unique items in Last Epoch, giving them the ability to gain additional affixes and eventually turn into legendary items.
However, the process works very differently compared to the existing Legendary Potential system.
While Legendary Potential relies on spending gold and crafting materials, Weaver’s Will upgrades occur automatically as you gain XP.

How Do Weaver's Will Uniques Work?
Upon leveling up in the game, the equipped unique items have a chance to either add a new tier 1 affix or upgrade an existing affix to the next tier, up to tier 7 maximum. Up to four total affixes can be added, with each upgrade consuming one point of Weaver’s Will.
The strength of a Weaver’s Will item depends on the roll value, which ranges from 5 to 28. The higher the number, the more upgrade potential the unique has, allowing it to reach four tier 7 affixes at 28 Weaver’s Will.
