Win Delta per Operator Versus Presence
R6's team often uses these statistics to determine which operators are performing well and which ones need a bit of love. The following graphs show the operators' presence (popularity) and their win delta in percentages on PC and Console, respectively:

From this, we can see that on PC Rainbow Six Siege Y9S1.2 in a Ranked setting, Ash has been overwhelmingly popular which is no surprise considering the buff that led to the current "4-speed" Ash. We can also see that Finka is currently with the highest win delta despite all the nerfs. The new operator Deimos, who came with Operation Deadly Omen, seems to be underperforming as he is not often picked and his win delta is not impressive.
In the console version of Rainbow Six Siege Y9S1.2, things appear a bit different. No operators stand out in terms of a positive win delta, but Sense and Deimos seem to be performing even worse. Ash remains the most popular operator here and appears to be the most-played attacker in R6 Siege.

When it comes to defenders in Rainbow Six Siege Y9S1.2, few operators truly stand out. This might be due to the season being rather defender-sided, with most operators proving useful depending on the map. Fenrir seems to have been successfully balanced after previous nerfs; although his presence is high, his win delta is right in the middle. Rook and Melusi hold the highest win deltas. The operator that stands out the most is Clash, who is at the very bottom with a -6.6% win delta and a 3.2% presence. It appears that Clash is currently the worst operator in R6 Siege.
The defender's chart for Rainbow Six Siege on console in Y9S1.2 looks quite different. Wamai is the most popular operator at the moment, while still maintaining an acceptable win delta. Melusi, Frost, Rook, and Kapkan have the highest win deltas this season, and it appears that this trend may not change soon.

Operator Changes
The development team of Rainbow Six Siege states that although some characters are frequently used in the game, this doesn't necessarily mean their performance has changed. Therefore, they do not see a need for immediate changes. The team also mentioned that these statistics are much lower in ranks below Emerald, so there are no urgent concerns. With all this in mind, here are some upcoming changes:

Gadget Changes
The Rainbow Six Siege developers mention here that impact grades have a ton of versatility so they would like to remove that excessive utility they provide by nerfing the killing potential and wall-denial capabilities.
Impact Grenades
- Explosion Damage: 60 ⇒ 40hp
- Explosion Radius: 3 ⇒ 2 meters
Weapon Changes
Here the only change the R6 Siege team made was in regards to the impact grenade nerf. They mention that they still want impacts to be a good countermeasure to shields so they lowered the damage threshold needed to break the owner's guard.
Ballistic Shield
- Explosion: Trigger threshold 50 ⇒ 30 damage
