These are the strongest 5-cost Legendary units of Set 11 so far. We see them as a staple in the meta comps and a welcome addition for any build in the late game.
Here are most of the strong carries. Galio is currently the best tank in the game and is a core unit of the Sage Galio comp. Azir and Lillia have one of the highest DPS right now.

In the B-Tier are most of the solid units that fill out the stronger comps.
The outliers are Bard and Udyr who are the carries of their respectful comps but they are more situational which puts them in this category.
Wukong has been finding his way as a late-game addition to a lot of teams so we might seem him climb the ranked latter as people find better ways to play him.

The champions in the C-Tier lack strength and are just used in niche situations and are trait fillers.
